Minutes: Regular Meeting of the Board of Directors

Monday, March 23, 2009 

7:00 p.m. at Station #1

  

1.  Call to Order and Reading of the Creed : 7:00PM

2.   Establish Quorum – Roll Call : Andrea Jones, Daryl Ann Dutton,  Homer Forbes,  (Treasurer) Tim Worny, (Chief) Dave Long

3.  AFPA Report : Three entities are meeting to look at a JPA, and will hire a consultant to pursue this.  Andrea let them know that more information is needed for LFPD to make a decision on supporting/joining this JPA.  LFPD has Prop 122 funds, and would need to contribute to costs – until there is a clear cost set, LFPD can’t commit to a dollar amount.  Andrea posed a list of questions to AFPA – the answers will help LFPD review the proposals.

Closed Session Authority: According to the California Government Code 54957, the Lockwood Fire Protection District Board of Directors reserves the right to hold a closed session for consideration of real property negotiations, pending litigation, threats to public buildings or public access and personnel matters.

a.     Vote on Resolution for AFPA Interest in Participation and Funding Contribution

This would commit 6%(no more than $2200.) to participate/contribute.  Homer Forbes moved to table this discussion until a later date; Daryl Ann Dutton seconded the motion, which passed unanimously.

4.   Approval of Minutes and Treasurer’s Repor

a.     Approval of Minutes of Regular Meeting of February, 2009

Daryl Ann Dutton moved to approve the minutes with changes noted; Homer Forbes seconded the motion and it passed unanimously.

b.     Approval of Treasurer’s Report February, 2009

Homer Forbes moved to approve the Treasurer’s report; Daryl Ann Dutton seconded the motion and it passed unanimously.

5.  Fire Chief’s Report

a.     Calls: There were eight medical aids with an average of 5.5 responders; one structure fire with five responders; one wildland fire with five responders and one vehicle accident with six responders.

b.     Training: One new (experienced) firefighter.  There may be bills from Swensen’s; LFPD agrees to pay $300 of cost for firefighter boots.

c.     Amador Fire Chief’s Association Meeting

d.     Building Maintenance Needs: Storage shed is locked and shelves are installed.  The locks are changed in #2 but the rear building still needs to be done.

e.     Equipment Repair or Replacement:  Status -

1.      2 Firestone Airbag and Labor Installation @ $418.20 each: could only be done on one of the squads due to space/clearance issues.

2.      6 Studded Tires @ 1272.13 for Chevy 3500 1984: Tires Installed

3.      Suspension Work $420.53 Chevy 3500 1984

4.      10 Pagers.  Ordered: Pagers here and in use

f.        Strike Team Payments: Personnel payment not yet received.

6.    Action Items:

a.  Copy Machine: Donated elsewhere, no action needed

b.  Electrical Fix Station 2: Still need to select a contractor.  Dennis Anderson did a

     good job on some small items and seems a good choice.

     Daryl Ann Dutton moved to accept Dennis Anderson as our electrical contractor; 

     Homer Forbes seconded the motion which passed unanimously.

7.      Information and Discussion Items:

a.     Generator

b.     Water Tank Installation across from store: Chief Long is following up on this.

c.     FASIS/Occu-Med Medical Examination for Pre-Placement, Fitness-For-Duty, Return-to-Work (Guest Speaker) (Conference Call): Does LFPD want to follow through with this?  Chief Long noted that there are a large number of volunteers now, and we need something in place – Andrea has materials from other Departments, and will share this.  Andrea may be able to get criminal background checks for a nominal amount; she will research and bring in the information.  Checking prior work-related injuries/problems can help with job assignments, accuracy of applications, and excluding ineligible applicants.

d.     Disposal/Donation of Metal Tanks: If we approve the application to DGS,  we can both purchase items from them and dispose items to them.  If DGS approves sale at auction, the tanks can be auctioned/moved.

Daryl Ann Dutton moved that we approve renewing the DGS contract; Homer Forbes seconded and the motion passed unanimously.

e.     Questionnaire/Mapping: AFPA is working on  a county-wide mapping system that includes water sources, evacuation routes for livestock, Volcano telephone connections, lock boxes, inaccessible properties, aggressive animals, and more.

There is not a clear district map; Keith can produce us a map, even a topographical one, bit at a cost of (at least) $1K.

f.      Water Tank for Richard Schuman: Mr. Schuman spoke about the Kit Court water tank project.  The 9 property owners met on 28 February re: installing a 5400g tank  for just over $3000...residents agreed to move ahead with this. The tank was installed/filled and can be used by Lockwood or any other fire department.  Mr. Schuman has information that can be accessed/used by any residents to install fire safety tanks.  He can be contacted by either phone or email, and feels sharing with Kathy Brazeal is positive.  Mr. Schuman asked about LFPD taking over the tank – Andrea will draft a letter of agreement for Kit Ct. residents to review.

There is potential for grant monies to supplement tank installation.

g.     Universal Fleet Card: Only one station in Pine Grove accepts this fleet card; it is valuable for strike teams.  The application is online.

h.     T-Shirts: Chief Long is still waiting for some sizes.

i.         Leak fix Station 2: No leak last rain.

j.         Baskin Robbins Fund Raiser

k.      Auxiliary Purchase of 3 GPS: In process

l.         Statement of Economic Interest: Please give to Andrea

a.     Auxiliary: Homer Forbes, John Asmus, Alene Forbes: Grossed over $1K at the St. Patrick Day dinner.

b.  Grants: Andrea Jones, Daryl Ann Cody, Jackie Vaughn—FEMA grants occur in spring.  A squad, water tanks(throughout county), turnouts, matching funds are all items LFPD is looking at.

c.     Building and Grounds:  Chris Schneider, Homer Forbes, Rich Urban: Martin is working on these issues.  Mr. Cunha is interested in donating his property to LFPD.

The property needs to be ‘split,’ requiring a survey; as it would belong to Amador county,  restrictions would not apply.  Andrea will discuss with Brian Oneto.
